Clearance Delivery Responsibilities
The Clearance Delivery controller's role is to verify flight plans and issue clearances. Before issuing an IFR clearance, the controller must ensure that the filed flight plan is valid, appropriate for the aircraft, and contains a usable route.
Clearance Delivery Phraseology
Fairbanks International Airport follows FAA phraseology, though PFATC does not require specific phraseology, so you may use other phraseologies when issuing clearances, such as CAA and ICAO.
Note
In all examples the controller identifies themselves each time. In practice you only must do this once to establish two radio communication.
FAA follows the CRAFT format when issuing clearances.

IFR Clearance
IFR: Alaska 123, Fairbanks Clearance Delivery, cleared to Punta Cana International Airport, McKinley 4 departure, Talkeetna transitionIf the transition is the same as the name of the departure, you don't need to say the transition. However, it is recommended to say EXAMPLE departure, EXAMPLE, then as filed., then as filed. If amending a route, you must say the entire route up until where you changed it. If you amend the route `MKNLY4 TKA DOGAL PIXAR POKEG1W`to `MKNLY4 TKA IRKID PIXAR POKEG1W`, you must say the route up until `PIXAR`, then as filed. Maintain ten thousandMake sure to verify the initial altitude in the SOP, as some SOPs have different initial altitudes based on aircraft type, expect FL140 10 mins after departure. Departure frequency 125 point 35, squawk 3172.
For VFR clearances, you drop the CR part of CRAFT.
VFR with TRSA Services
**VFR with TRSA ServicesTERMINAL RADAR SERVICE AREA- Airspace surrounding designated airports wherein ATC provides radar vectoring, sequencing, and separation on a full-time basis for all IFR and participating VFR aircraft**: N123SP, Fairbanks Clearance Delivery, TRSA departure, which is fly runway heading until further advised, departure frequency 125 point 35, squawk 1234.
VFR with Flight Following
VFR with Flight Following: N123SP, Fairbanks Clearance Delivery, departure frequency 125 point 35, squawk 1234.
VFR Local
VFR Local: N123SP, Fairbanks Clearance Delivery, information Alpha current, contact Ground 121 point 9 for taxi.
Verifying Flight Plans
There are 3 things to consider when verifying a flightplan.
- 1.Requested CRZ FL is valid for direction of flightDirection of flight is either East or West from the departure airport to the arrival airport. If the destination airport is to the west of the departure airport, the CRZ should be even; if it is east, it should be odd. This rule applies until the CRZ is past FL410 (out of RVSM airspace, after which, every 2,000 ft the direction switches.)
- 2.Can this aircraft fly this proceedure?
- 3.The route contains vaild fixes and proceedures
