Clearance Delivery (CD) — Controller Guide

Position: Combined into Ground at military aerodromes (no standalone Clearence frequency unless locally specified) Applies to: IFR and VFR departures requiring a clearance Source: PFATC Military Phraseology Manual v1.0, Section 1 — Aerodrome Control

1.1.1 Engine Start

Aircraft must provide their POB (Number of persons onboard) and parking position on start request. Local ATIS may dictate other details to be passed.

Squadron-based aircraft are not required to request start (excluding Akrotiri/Brize Norton), so details are passed in the taxi request.

RolePhraseology
AircraftAkrotiri Ground, TARTAN59, bay 3, request start, 9 POB.
ATC UnitTARTAN59, Akrotiri Ground, start, runway 36 in use, QFE 999 hPa, Regional 1001, outside air +15 degrees
AircraftStart, runway 36, QFE 999 hPa, Regional 1001, TARTAN59

Note: If POB is not given on initial contact, request it at the end of your transmission with "…Request your POB".

1.1.2 Taxi

Aircraft should request taxi when ready. At military aerodromes, IFR/VFR clearance is given at the holding point.

RolePhraseology
AircraftTARTAN59 request taxi, information B from bay 3, 9 POB
ATC UnitTARTAN59, Akrotiri Ground, runway 28 in use, QFE 999 hPa, Regional 1001 taxi to 28 hold, runway 28 via Y
AircraftTaxi to 28 hold, runway 28 via Y TARTN59

Note: Provide ATIS code and/or QFE if it has changed since the start clearance.

1.1.3 Climbout Details

An aircraft's climbout details refer to its intentions after departure, as they were not given on start. This is only asked to aircraft without a flight plan (VFR), as most IFR aircraft have flight plans with clear routes. It can also be used for IFR aircraft with variable routes, such as that of "OPR IFR".

RolePhraseology
ATC UnitJIGSAW91 request your climb out details
AircraftRequest low level to the north

1.1.4 VFR Clearances

VFR clearances must be coordinated with Tower. Approach should be notified of this. IFR clearances to leave controlled airspace must be coordinated with Approach, notifying Tower.

RolePhraseology
ATC UnitJIGSAW91 cleared to leave the MATZ, low level to the North, not above height 1000FT QFE 999 hPa, squawk 3701
AircraftCleared to leave the MATZ, low level to the North, not above height 1000FT QFE 999 hPa, squawk 3701, JIGSAW91

Quick Reference

  • Readback order: ATC leads with callsign; aircraft readbacks end with callsign.
  • Squadron-based aircraft (excluding Akrotiri/Brize Norton): no separate start request — details folded into the taxi request.
  • VFR clearance: coordinate with Tower, notify Approach.
  • IFR clearance to leave CAS: coordinate with Approach, notify Tower.
  • Clearance is issued at the holding point, not as a separate pre-taxi CD call.
